In all cases, exports of foodstuffs of animal origin, live animals or non-food products to third countries must comply with the requirements of the importing country, but the veterinary (health) certificate is required where requested by the competent authority of the importing country.

Process description

  1. Service requests
    The veterinary (health) certificate shall be completed and issued by an official veterinarian (PVD inspector (veterinarian)), who has been authorised by the Service to issue and approve veterinary (health) certificates.

    In order to receive a veterinary (health) certificate, a person shall submit a submission to the territorial unit of the Service (in a free form). The submission shall specify the following information:

    • consignor and consignee (name, address of actual location, country. Where the goods are intended for transit, including the transit country);
    • the type, origin and size of the cargo (weight or quantity of units);
    • vehicle intended for the carriage of goods (type and registration number);
    • the place and time of loading;
    • the submitter of the application (given name, surname, position, telephone number);
    • other information if such is necessary for the arrival of the consignment concerned in the country of destination.

    An application, if it has been signed electronically, may be submitted using:

    • the e-mail of the institution;
    • the e-address of the institution;
    • on the website of the e-service authority.

    The service charge is specified in the price list.

  2. Receipt of services
    The veterinary (health) certificate shall comply with the following requirements:

    • it is presented on one or more interconnected and indivisible pages or on each page of the veterinary (health) certificate contains its number in the total number of pages;
    • it contains the identification number of the veterinary (health) certificate, which is unique and does not repeat in the identification system;
    • if the goods are exported to another Member State of the European Union (hereinafter referred to as the Member State), the veterinary (health) certificate is completed in the TRACES system (integrated computerised veterinary system) and printed in the official language and in at least one of the official languages of the country of destination. The veterinary (health) certificate shall be issued before the goods are removed from the territory of Latvia;
    • it has been approved by the official veterinarian with a signature and stamp;
    • sending the original with the cargo.
